some thought about this:
“Auslaendische Mitbuerger” - a strange pseudo-pc expression for foreigner, litterally translated about “foreign co-citizen”. Due to german citizenship law people of non-german origin are normally not german citizen even if born in germany. so they are “Mitbuerger”. To use this expression for those visiting the world cup ist really nonsense.
So, but even more strange is the statement, because it says, the reoson of racist attacs is the presence of foreigners. Not the racism. İf there weren`t any foreigners, there wouldn`t be any racist crimes, according to this logic. İ call this cynicism, but it`s probably not even true. if there is no “auslaender” a racist will find an other object.

i would say: “alien” is the better translation.
interviewing people in that regions where are nearly no “not-germans” shows the highest rate of racist attitude.
